Gallagher Command Centre leverages a client-server architecture, enabling system operators to:

The Gallagher Command Centre server options are based on the number of doors controlled – from zero to an unlimited number. It is a powerful, operator-friendly security system which can be enriched with a range of optional features.
A cardholder can use their single access card, biometric fingerprint, photo and credentials system-wide and worldwide when Gallagher’s Multi-Server architecture is in place. It delivers cross-operational cover by configuring a site to control and monitor other sites. It also delivers:
• Reduced data transferred over WAN operating locally
• Full site autonomy of local site operations if WAN failure occurs
• Efficient communications protocol to transfer data between sites
• Servers can be matrix (peer-to-peer) rather than hierarchical.
Gallagher Multi-Server supports Cardholder Management, Evacuation Reporting, Alarm and Status Monitoring and Overrides.
Multi-Server Evacuation Reporting
All servers on a Gallagher multi-server network can be configured as ‘aggregation servers’, allowing them to track the current location status of the network’s cardholders. If, for example, a disaster happens at a server’s site, the aggregation server can give evacuation reports detailing the last known locations of cardholders.
An alarm activation caused by, for example, a door being left open, an intruder alarm sounding or a device being tampered with, needs urgent operator intervention. Gallagher’s Command Centre alarm configuration routine allows system administrators to define such events as alarms.
Three items are configured for each alarm:
• Event priorities: Up to 10 priorities can be defined, eight of which can be assigned to alarms
• Alarm action plans: Specifies the actions triggered by the alarm condition
• Alarm instructions: Provides information to the operator when the alarm occurs.
Intruder detection zones can be configured to report four different states of arm (set), disarm (unset), and two further states named by the user.
Entry and exit delays can be defined for each zone giving cardholders time to enter and leave when changing the state of the alarm zone.
Alarm zone state changes can be initiated:
• Via automated schedules set up in the Command Centre
• From workstations via operator overrides
• Via Gallagher Remote Arming Terminals
• Via Gallagher readers
• Via Key-Switch control.
Operators monitor alarms at Command Centre workstations, complemented by:
• Gallagher Remote Arming Terminals for alarms management in the field
• Offsite alarm monitoring using Contact ID transmitted via Gallagher Controllers using a physical PSTN alarms dialler or IP alarms transmission over IP LAN/WAN or cellular network.
Site Lockdown
Access zones can be configured for partial or full-site lockdown during threat or emergency situations. Site lockdown ensures that only selected cardholders can enter or exit a zone/s.
With Gallagher Command Centre, the number of workstations or operators is limitless. Operators are subject to System Division and are assigned privileges so they can only carry out authorised functions or view content defined for them. System hardware may limit performance.
The Gallagher Command Centre platform is very flexible. It can be incorporated into a company’s existing LAN or WAN or sit on its own network. It links to Gallagher Controllers and to workstations over Ethernet using TCP/IP, making system communications Internet-compatible.
The Gallagher Command Centre server and workstation software reside on the Microsoft® Windows® OS. Depending on system requirements, the database options are Microsoft® SQL 2005 Standard or Express and SQL 2008 Standard or Express.
A commonly specified database for a range of applications, Microsoft® SQL is renowned for its data integrity and performance and is easy to integrate and share selected data in the Command Centre with other systems using the SQL Server database.

Multi-server architecture allows organisations to provide cross-site operational cover where operators on one site temporarily manage the security of another remote site.
A head office can also control a remote site’s security if necessary. If the site experiences network communication problems, full operation of access control and alarms management is locally maintained.
Peer-to-peer communications can be configured to set up relationships between Controllers. Our Gallagher Controllers (6000, 3000 and 5000GL) can also be configured for dial-up or IP alarm transmission to support remote sites and for off-site alarm monitoring.
Our range of industrial switches provides a solution for redundant Ethernet network communications.
Data Security
We offer industry-leading data protection between the Gallagher Command Centre and Controllers using (up to) 256-bit AES encryption.
Ease of Configuration
We do what we can to make our system easy to install, user-friendly and intuitive. The Gallagher Command Centre features configuration wizards and templates for streamlined system installation, and quick and easy configuration of access-controlled doors and new hardware.
Sites with common requirements undergo a standard configuration by using Database Templates. Operators can also source role-based, relevant, targeted data and information quickly and easily using through the configurable Command Centre Viewer.
Language Translations
Gallagher Command Centre software is available in English, French, Spanish, Farsi, Thai, Arabic and Chinese.
Personalised Actions are individually programmed responses – such as switching on lighting or air-conditioning in a specified zone – that are configured for individual cardholders or an access group.
These responses are initiated on a cardholder’s ‘access granted’ or ‘access granted and taken’ event, with up to 250 individual cardholders or access groups able to be defined for each access zone.
All authentication methods to identify the cardholder are supported, including, for example, PIN only access events and those from third-party systems integrated via the Controller Application Programming Interface.

System Division
A site can be split into divisions and sub-divsions by System Division (or Partitioning). This is particularly suited to:
• Multi-tenanted buildings where tenants manage and monitor their own security
• Large enterprise-wide systems where it is more practical to divide the site – by geographic zones for example – for ongoing management and monitoring.
Site Plans
Site Plans are a graphical representation of the site and show the real-time status of remote field devices and logical entities. They display visually rich, configurable elements such as fence lines and buildings with associated alarms and can be used for general site or alarm monitoring and management.
Site Plans feature touch-screen support and ‘free text’ objects.
An unlimited number of Site Plans can be stored in the system.
With cardholder photo ID an increasing requirement for businesses focused on on-site security, the optional licensed feature of Gallagher Photo ID is the solution.
This integrated cardholder management tool is used to design and produce cardholders’ photo ID cards and features an extensive range of layout options, including importing of logos and images and incorporating barcodes and personal data.
It enables users to encode only or to print and encode simultaneously. It also provides the capability to encode magnetic stripe and MIFARE technology (MIFARE Classic, MIFARE Plus and DESFire) cards from within Gallagher Command Centre.
As it is totally integrated into the system, only one cardholder database is required.
• Unlimited personal data fields for an employee’s ID number, department, location, email, a photo or signature
• Access groups to which the cardholder belongs
• Competencies such as training, licences, clearances or medical assessments which can be used to enrich access decisions
• Detailed information of card/s held such as card number, facility code, technology type, issue level, expiry date and time
• Notification filters determining the notifications the person receives
• Roles and relationships between cardholders, used to determine who receives card or competency expiry notification
• Biometric template information for fingerprint ID

• Where and when the group has access
• A list of members of the group
• Personal data fields for group members
• Whether group members are allowed to act as escorts for visitors
• Authorisation to arm and disarm alarm zones
• Whether group members can change the state of access zones.
Access groups are displayed as a tree, branches having more specific access. A cardholder may belong to one or more access groups to have full access privileges.
For example, there could be an ‘All Cardholders’ group for commonly required access – the entrance, cafeteria etc – but a cardholder has more specific access by being a member of another group such as ‘Head Office Managers’. Bulk changes can be easily applied to all members of a group.
Access can be based on individual’s competencies such as safety induction and training, security clearances and regulatory compliance. Validity periods and competency expiry can be factored into the access decision.
The benefits of competency-based access management are:
• Automatic enforcement of business OH&S rules and policies
• Reduction in production stoppages due to non-compliant staff being in the wrong areas
• Tangible evidence of ‘duty of care’ to staff and customers
• Automatic compliance with government regulations.
Controller based decisions based on an individual’s competency are delivered via screen feedback on the door reader or display monitor. Once configured, all of this is achieved independent of Server and IT Network connectivity.
Gallagher Command Centre allows for automated changes according to a pre-configured schedule, for example, when a zone is secure and when alarms are automatically set and unset.
The schedule can vary according to day (weekday or holiday) and time and is highly configurable. The system operator can view each schedule on a calendar allowing them to quickly review forthcoming schedule changes.
Gallagher Command Centre supports interfaces with a range of third party security products, via Gallagher Controller API middleware software interfaces. All Gallagher Controller API interfaces are individually licensed, optional features and are supported on specific versions of third party software.
The Gallagher Intelligent Door Terminal (IDT) features an integrated digital intercom to allow a visitor to contact the operator. The pressing of the F3 button on the reader generates a ‘call operator event’ which is logged by the system. The operator can then speak and listen to the visitor. The digital intercom can also be used as an alarm-monitoring tool.
These can be scheduled and automatically generated on a regular basis and also scheduled for future specific dates and times.
When the optional Notifications feature is deployed, these reports can be automatically emailed to the relevant people.
Other report templates which can be generated from Operator workstations are:

Gallagher Challenge enables an Operator to double-check cardholders’ identities as they pass through a door by providing a visual comparison of the cardholder’s image from their record and their live image or one provided via video. Features include:
• Fully integrated with DVR/NVR systems
• An inbuilt screen designer allowing sites to select the specific information displayed to the Challenge Operator
• Allows flexible queue management of Challenge events across single or multiple workstations.
The Gallagher Notifications feature, enables sending email or text messages to cardholders about events and alarms, as well as the imminent expiry of their cards or competencies (the pre-requisites for gaining access to a specific area or asset such as inductions, training, licences, insurances, drug and alcohol testing).
Individuals can subscribe to particular events of interest and schedule timings for notifications. Commonly used reports can also be automatically generated on a recurring schedule and emailed.
Four main areas are supported:
• Individual subscription to event or alarm messages as they occur
• Acknowledgement of alarms via return email or text message
• Notification of imminent card or competency expiries to an individual, their manager or others who require the information
• Emailing of reports to intended recipients.
The Gallagher Command Centre seamlessly integrates visitor pre-registration and reception visitor management via its Visitor Management optional feature.
Managing visitor access is historically time-consuming, costly and error-prone, potentially compromising security. Receptionists who are reliant on logbook-based visitor management systems can become overloaded and miss vital steps when receiving a sudden influx of visitors. And while many computer-based visitor management systems have automated most tasks, their inability to integrate with a site’s existing security management system leaves potential security gaps.
Gallagher’s Visitor Management module is a highly configurable, secure and easy-to-use solution. It uses client-server architecture for the Gallagher system, allowing the Gallagher server to communicate with Visitor Management ‘smart’ clients via network services over TCP/IP.
Advantages of a network services-based architecture include:
• Improved client-server connectivity on modern corporate IT networks
• Easier connectivity through corporate firewalls
• One click client deployment: users can install the application via email containing a ‘one click’ URL
• Automatic application updates.
This feature enables the configuration, live operation and reporting of on-site Guard Tours by monitoring of the guard’s arrival at designated checkpoints in a set order and within specified times. Each tour can be identified with a unique name and operators can stop and start tours from any checkpoint.
This feature provides the abiliity to design and produce encoded and/or photo identification cards for cardholders. Users can either encode cards only, or print and encode in the same operation, through the Gallagher Command Centre graphical user interface. Photo ID and Card Encoding makes the management of cardholder information much easier for operators and ensures one centralised source of cardholder information.
The Gallagher Elevator High Level Interface (HLI) feature provides the ability for the Gallagher security system to control access to floors from elevator cars. The Destination Based Dispatching HLI enables elevator systems to group passengers travelling to similar destinations for more efficient access control.

The Gallagher Intercom High Level Interface integrates digital intercom systems, such as the Jacques TCP/IP intercom system, with the Gallagher system to manage and control intercom events. The operator can respond to calls made by the intercom unit and monitor the status of the intercom system, forward a call to another workstation or intercom unit, initiate and end calls and place a call on hold.
Gallagher Command Centre supports peer-to-peer communications between multiple servers, enabling effective system operation in a distributed environment. This ‘distributed environment’ may include multiple sites geographically located far apart and connected via low bandwidth and or/intermittently available networks. Distributed processing is a significant feature of the Gallagher system architecture.
Software Maintenance supports your site security by making sure it keeps pace with the latest technology and Microsoft® operating platform releases. These enhance your system performance and allow you to benefit from new core Gallagher Command Centre functionality. It also ensures that you have the opportunity to take on new optional features and support for new hardware devices. Software Maintenance is between you (the site) and Gallagher. As the ideal replacement to keyed doors, Salto readers particularly suit:
• Lower security doors where the cost of a fully wired and monitored door is unjustified
• Doors of heritage-listed buildings
• Doors in locations isolated from a network connection.
They also reduce the security risk that lock and key doors present by, for example, lost or copied keys, lock replacement costs, security staff call-outs and the fact that no user access record exists.
It’s also impossible to restrict access to certain times with a lock and key door.

Gallagher integration with Aperio wireless lock technology, by ASSA ABLOY, is a smart choice that extends the standard access control capabilities of the Gallagher Command Centre to lower security doors, enabling options that keyed entry cannot provide.
The Aperio integration is suited to doors that require some, but not full security and those that don’t require status monitoring or access mode changes.
As an online, unmonitored, electronic solution, Aperio addresses many of the risk and cost challenges of traditional lock and key doors. Capital savings are made through the use of existing door locks and with easy and cost-effective installation, a power supply and wiring aren’t required.
In terms of operational savings the Aperio integration:

The Simple Network Management Protocol (SNMP) is a protocol used in network management systems to monitor network-attached devices for conditions than need administrative attention.
The Gallagher Controller API SNMP interface allows the Gallagher Command Centre to listen for SNMP traps from any SNMP agent such as alerts from the Gallagher server hardware or UPS devices.
